He was acting out a scene from the movie. In the original scene, Legolas, who was an elf and played by Orlando Bloom, stood under the tree with a bended bow!
I heard that he appeared as an extra as one of the Elves. True, he had a personal like appearance that looked elvish. But he was very cheerful and so he was more like the Hobbit than the Elves. Especially...Pippin!

If my memory is correct, the left-side elf marching with the flag was him. He gave us lots of inside stories of the movie in the car so I didn't have a chance to get bored.
I was also acting out Legolas! I was not a Hobbit with a bow....
Harcourt Park
The Isengard garden was at Harcourt Park, which is located in the housing area in Upper Hutt. Isengard was the place where Gandalf came to see Saruman and discuss about the One Ring. At this location is where the computer generated backdrop behind the trees was the snow capped mountains of Glenorchy in the South Island. (More Images...)
The tour guide, N, and I. This is exactly the same place where we recreated the movie scene where Gandalf and Saruman walked while discussing the gardens of Isengard. Of course I was Gandalf, the good wizard. The young couple from Australia were also acting out them. (More Images...)
